In an uncharacteristically forthright attack, O2 said the regulator had ignored its own claim that there should be two 4G providers in the market and drawn conclusions that are “irrational and fundamentally unfair”.
“It is unclear...why Ofcom has not bothered to review its own contemporaneous documents on the merger,” O2 added.
An Everything Everywhere spokesman said: “Being one of several potential companies able to launch 4G this year does not make us a 'monopoly’. This is exactly the type of rhetoric, that is designed solely to delay the launch of 4G in the UK.
Theoretically, both Vodafone and O2 could launch 4G at the moment but are unlikely to do so until after the 4G spectrum auction later this year.

In a Tuesday morning blog post, Google CEO Larry Page opined about how the phones in our pockets have become supercomputers that are changing the way we live. He pointed out how it's now possible to do things we used to think were magic -- or only possible on Star Trek. Motorola Gets New CEO
Although Page didn't offer much insight on what Google will do with Motorola, he did announce that Sanjay Jha, who was responsible for building the company and placing that big bet on Android, has stepped down as CEO. Long-time Googler Dennis Woodside has taken the reins.
After extolling Woodside's virtues in the blog he turned his attention back to technology, indicating that Motorola would still make mobile phones, saying: "It's a well-known fact that people tend to overestimate the impact technology will have in the short term, but underestimate its significance in the longer term.
"Many users coming online today may never use a desktop machine , and the impact of that transition will be profound -- as will the ability to just tap and pay with your phone. That's why it's a great time to be in the mobile business, and why I'm confident Dennis and the team at Motorola will be creating the next generation of mobile devices that will improve lives for years to come."
Motorola's Ultimate Fate
We caught up with Avi Greengart, an analyst at Current Analysis, to get his take on what happens next with Google and Motorola. More 3G Users Join China Unicom - Analyst Blog - NASDAQ
China's second largest mobile operator China Unicom ( CHU ) added 3.3 million cellular subscribers in April, down 5.7% from the prior month. This takes the company's total customer base to 212.75 million.
The company's GSM subscriber base expanded to 160.97 million with net additions of 0.34 million customers, while its 3G subscriber base increased to 51.78 million with net additions of 2.92 million.
The 3G subscriber base is growing rapidly, particularly driven by Apple Inc. 's ( AAPL ) iPhone sales. Additionally, China Unicom is focusing more on improving its 3G data surfing service, and offering cheaper handsets and low cost services to win new customers. These efforts are drawing more 3G subscribers, eventually leading to higher average revenue per user.
Despite the loss of exclusive hold on iPhones to China Telecom Corp. ( CHA ), the company's 3G subcriber growth remained encouraging in April relative to its major rivals. China's mobile leader China Mobile ( CHL ) attracted only 2.3 million 3G subscribers while China Telecom added 2.01 million to its 3G customer base.
China Unicom expects its 3G subscriber base to reach 90 million by the end of the year, taking the 3G service revenue to RMB 70 billion ($11.1 billion) from RMB 40 billion last year.
Coming to the fixed-line business, the company is poised to benefit from expansion and speed enhancement of fiber optic service in its broadband business. China Unicom added 0.58 million broadband customers in April, bringing the total number to 58.87 million.
But the company is experiencing significant declines in its local access lines due to the impact of the ongoing fixed-to-mobile substitution. Erosion in the fixed-line subscriber base continues with approximately 0.01 million customers lost in April, taking the total number to 92.34 million.

Idea cellular cuts 3G tariff by 70% - Times of India
The company has also launched its new pricing in sachet packs, regular packs and unlimited packs. Idea's new sachet pack of Rs 10 will now offer 30 minutes of high-speed internet surfing. The company has also unveiled HERO-25, a new sachet pack which will give 100 MB data with three days validity for just Rs 25.
For regular home & SoHo internet users, Idea now offers 1GB of data download for just Rs 250. For professionals and corporate customers, Idea has unlimited plan priced at Rs 950.
The price changes are applicable for mobile phones and data card users. According to the company, the revised tariff plan aims to take internet usage within the reach of rural, mid-town customers and will help first-time users to experience the benefits of 3G.
"We have been a pioneer in 3G since inception and with these new prices, Idea has brought 3G within the reach of the masses. I am confident that new prices will generate a lot of trial and will drive off take. Our new sachet packs of Rs 10 & HERO-25 are aimed at youngsters who will access high-speed internet on-the-go without worrying about the expense" said Sashi Shankar, CMO, Idea Cellular.
Idea has 2.7 million active 3G users with average usage of 330 MB/month.
Motorola Mobility posts 1Q loss, higher revenue - Yahoo Finance
LIBERTYVILLE, Ill. (AP) -- Mobile phone maker Motorola Mobility Holdings Inc. reported a slightly larger net loss in the first quarter as expenses grew more than revenue.
Google Inc. is in the process of buying Motorola Mobility for $12.5 billion, after the old Motorola Inc. split into two companies in January 2011.
Motorola Mobility posted a net loss of $86 million, or 28 cents per share in the three months that ended on March 31. That compares with a loss of $81 million, or 27 cents per share, a year earlier.
Adjusted loss in the latest quarter totaled 3 cents per share, compared with a loss of 8 cents per share a year earlier.
Revenue climbed less than 2 percent to $3.08 billion from $3.03 billion.
Analysts, on average, were expecting earnings of 2 cents per share on revenue of $2.99 billion, according to a poll by FactSet.
Motorola said it still expects its acquisition by Google to close by the end of June. The deal still needs to be approved by authorities in China.
The company said it shipped 8.9 million mobile devices in the first quarter, including 5.1 million smart phones.
Shares fell 6 cents to close at $38.76.
