The European Commission, the EU antitrust regulator in the 27-country European Union, said it had opened two investigations into Motorola Mobility based on complaints by Microsoft and Apple.
The EU executive will investigate whether Motorola failed to honour "irrevocable commitments" it made to standard-setting organisations, which produce international standards for information and communication technologies.
It will also consider whether Motorola offered unfair licensing conditions for its standard-essential patents. It can fine companies up to 10% of their global turnover if found guilty of breaching EU rules.
Microsoft asked EU antitrust regulators in February to intervene in its patent dispute with Motorola.
Commission may also investigate smartphone maker Samsung
Google had pledged to license Motorola patents on fair and reasonable terms just before EU regulators cleared its bid to buy Motorola.
EU regulators are also investigating whether Samsung Electronics Co Ltd has infringed EU antitrust rules in its patent disputes with Apple in courts across Europe.
EU Competition Commissioner JoaquĆn Almunia said last month that companies holding these "standard essential" patents had considerable market power, which could be used to harm competition and that this was unacceptable.
Almunia said last September that Google's planned purchase of Motorola Mobility Holdings Inc. will not influence an ongoing antitrust probe into the Internet search engine, which he is currently considering.

Motorola Xoom owners will have renewed faith in Motorola for updating the 3G/4G LTE Motorola Xoom tablet To Android 4.0 ICS which is due out today, June 4 according to a Verizon spokesman Albert Aydin.
When the Motorola Xoom was first released it had higher-end features than the iPad available at the time, it took a while for it to be updated to Verizon 4G LTE network but it did happen. On Black Friday, Verizon Wireless sold these high-end tab dual-core tablets for a mere $199.99 and we predicted that Motorola after being bought by Google would update the tablet. Motorola has come through even though it was at a much slower pace than promised.
The upgrade features speech-to-text technology, ability to dismiss individual notifications by swiping a finger , new launch bar customization, app folders and new photo editor. Verizon Wireless, typically for Over-the-Air updates, starts off slowly early on in the week and then pushes out in full force by the end of the week. To manually start the update at any time by going to Settings > About tablet > System updates. Select ”Install Now”. Your device will power off and back on and the installation process will begin.
The update IMM76, should take up to 25-30 minutes. Keep in mind that during the installation you will be unable to use your Motorola XOOM. The software update size is approximately 107.9 MB.
If the system update fails to install, you will get an error screen. However, this only means the software did not install properly. Simultaneously press the volume-up and power key to restart the tablet. The tablet will power back on with original software and will prompt you once again to install the system update.

Processor: The RAZR XT910 is powered by a dual-core 1.2 GHz Cortex-A9 processor, while the graphics computing is done by a PowerVR SGX540 GPU. In comparison, the Galaxy S3 houses a powerful quad-core 1.4GHz Cortex-A9 processor coupled with Mali-400MP GPU for graphics.
Memory and Storage: Both the S3 and the XT910 feature 1GB of RAM. Samsung offers three versions of the former - with internal storage space of 16/32/64GB, although the latter has yet to be released. In addition, the phone also supports microSD storage up to 64GB.
The XT910, on the other hand, comes in a single model - with 16GB of storage and microSD support up to 32GB.
Operating System: Both smartphones run the Android operating system. The Galaxy S3 features Android 4.0.4 (Ice Cream Sandwich; the latest update) while the XT910 ships with Android v2.3.5 (Gingerbread) factory-installed.

EU says Motorola deal will not affect Google probe - EurActiv.com
Google, the subject of an EU investigation since November last year, unveiled the Motorola Mobility deal on 15 August, its biggest ever, which will see it venture into video and social networking.
The deal is expected to be notified to regulators on both sides of the Atlantic.
"[The antitrust investigation] is not simple, it is a complex issue," EU Competition Commissioner Joaquin Almunia told Reuters in an interview on the sidelines of the Alpbach Forum Economic Conference.
Asked if the Motorola Mobility deal would affect the antitrust probe, Almunia said: "No, no [...] we deal with mergers in a completely separate way than the antitrust cases that we have. Nothing to do [with each other]."
"This is the same company but two different cases, two different procedures, two different analyses, two different teams analysing but no link."
Almunia also said the Commission may extend the 13 December deadline for deciding whether to clear the planned merger of Deutsche Boerse and NYSE Euronext.
"Regarding the different possibilities of the final deadlines on this in-depth investigation, our decisions should be ready before the year end or at the beginning of next year. It depends on the different possibilities of using deadlines," he said.
The regulator is now asking the exchanges' rivals whether a combined Deutsche Boerse and NYSE Euronext would block the entry of new players.
Almunia also warned German bank BayernLB that it was running out of time to present a restructuring plan in return for approving the billions of euros it received from the German authorities.
"The fact of the matter is that the Bavarian authorities and the top management of this bank do not seem to fully understand what should be done to get a positive decision regarding the restructuring," he said.
"We see that time is running and more and more people will not be able to understand why BayernLB is not able to present a restructuring plan that can be finally supported with a positive decision."
He also said he was waiting for an overhaul plan from bailed-out Austrian bank Hypo Group Alpe Adria to take into account additional state aid received before the summer.

Vodafone Smart II budget handset launched - Tech Watch

Vodafone has launched a new budget Android handset, as part of the ever increasing cost cutting which is helping to drive smartphone adoption.
The Smart II phone is an “unprecedented combination of high performance and low cost”, the firm boasts, with that price tag being £70, to rival some of the cheap blowers Orange has in its range.
Vodafone compares the Smart II to the top end handsets of three years ago, with the spec including a 3.2 inch HVGA touchscreen, 800MHz processor, 512MB of Ram, along with a 3.2 megapixel camera with LED flash.
The handset also has 3G and Wi-Fi, plus assisted GPS technology, and interchangeable back plates for 16 different colour variations. It comes with Facebook and Twitter on board.
However, as you might have guessed, you don’t get Ice Cream Sandwich as the OS, rather Gingerbread. Though that’s better than some of those aforementioned cheapies from Orange, such as the similarly priced Barcelona which comes with Froyo.
The San Francisco 2 is, of course, Orange’s king budget smartphone, but that costs a bit more than the Smart II.
